I can fix it by clicking 'NRaas > Master Controller > Intermediate > Max Motives'. But I always see my bartenders, bouncers, and sometimes pianists (there aren't many in town) with the green smoke coming out of them. Maybe it is my fault for having a mod that extends opening time of bars and clubs.
